Petition for SFMTA to establish Residential Permit Parking in Excelsior

The Residential Permit Parking (RPP) program was established in 1976 to reduce commuter traffic in residential neighborhoods. The program is intended to make it easier for residents to find on-street parking close to their homes. The program applies time limits to on-street parking, usually two hours; residents with valid permits are exempt from these time limits. However, a permit does not guarantee a parking space.

The request to extend the existing Area "V" RPP to various blocks in the Excelsior, has been initiated by residents in the area. The SFMTA is thus conducting an online petition for residents of the proposed RPP blocks.

Petitions of support must be received from a minimum of 50% of residential units on each proposed block (defined as both sides of the street, between two cross-streets) to initiate the change. 

*If you live on a metered block, the meters will not be converted to Residential Permit Parking. However, your address may still be included in the program, allowing you to apply for permits and park on nearby Residential Permit Parking blocks.

This petition allows residents to express their support or opposition to residential permit parking for their block. By expressing your support for residential permit parking with this petition, you authorize the SFMTA Streets Parking group to perform necessary surveys, hold public hearings, and recommend to the SFMTA Board of Directors that this area be designated as a residential permit parking area. You understand that if the proposed area is designated a permit area, the following would become effective:
  • Posted time-limited parking during designated days and hours
  • Exemption from these posted time limits for residents, business owners, and others whose vehicles have a valid permit
    • Permit price costs $215 annually, and subject to change year to year based on the cost to run the program
    • For residents, allowed to purchase up to 4 permits per household
    • For business owners, allowed to purchase 1 permit for a personal vehicle, and up to 3 permits for delivery vehicles with commercial license plates.
  • Non-Electric Vehicles with a Gross Vehicle Weight Rating (GVWR) of 6,000 lbs. or more, and Electric Vehicles with a GVWR of 8,000 lbs or more, are not eligible for a permit
