To be eligible for emergency assistance or referral through the emergency assistance program, the following criteria must generally be met:
- You must currently reside in the City of Phoenix or receive City of Phoenix water services.
- You must be a tenant in a rental unit covered under the Arizona Residential Landlord and Tenant Act.
- Your concern must involve a health or safety hazard (such as a non-working cooling system with high indoor temperatures, a non-working heating system with low indoor temperatures, or a lack of potable water).
- Your household income must be at or below 80% of the Area Median Income (AMI).
- You must provide accurate contact and household information so we can evaluate your eligibility.

24 business hours. If additional information is needed, we will contact you directly.
