The proposed amendments to regulations for 603 CMR 7.00, 28.00, 55.00, and 58.00 pursuant to An Act Relative to Teacher Preparation and Student Literacy (https://malegislature.gov/Bills/194/H5511), passed by the Massachusetts Legislature in 2026 and signed by Governor Healey on June 26, 2026. The proposed regulations include moving a revised version of the early literacy screening regulation at 603 CMR 28.03(1)(f) to the proposed new section of regulations 603 CMR 58.03, Early Literacy Screening.
In accordance with the Administrative Procedure Act, M.G.L. c. 30A, § 3, the Board of Elementary and Secondary Education invites written comments on the proposed regulations. Following the period of public comment, the Board is expected to vote on the regulations in final form at its regular meeting in January 2027.
