Fremont Park Concept Design Survey

Welcome and Introduction

Welcome to the Fremont Neighborhood Park Concept Design Survey #1. 

The City of Santa Rosa is seeking your feedback on concepts for the master plan that will guide the rehabilitation of Fremont Park, a 1.7- acre neighborhood park located on 4th St. at the eastern edge of downtown Santa Rosa, originally designed by landscape architect Howard Gilkey and constructed in 1929. 
 



In this survey, you will review two concept designs for the park that preserve its historic character while addressing contemporary needs. You may notice that the concepts have similar layouts and locations for new uses. This is intentional and helps retain the park’s historic spatial organization. 

This digital survey will be open between September 30-October 30, 2026. Once the survey closes, the design team will analyze the responses and use that information to refine the park design and create a preferred master plan focusing on what we heard is important to the community. 

We want to be respectful of your time and anticipate the questions should take 8-10 minutes and reviewing the (optional) background information should take 3 minutes.

Project Background 
Planning for the redesign of Fremont Park was initiated in 2022-2024 and explored a variety of design strategies to activate the park and meet the current needs of the community. During that time, a desire was expressed to explore the park’s historical significance, and a historic resource study was completed. The report found the park eligible for historic status. As a result, the park’s rehabilitation will honor and reinterpret the park’s character-defining features while supporting contemporary uses and needs.

Other Items to Know:
  • The City does not expect to restore operation to the park’s fountain given health, safety, and water use standards that must be met that make it cost and space prohibitive. However, portions of the fountain architecture, stonework, and pool basin may be retained and/or reinterpreted in the proposed rehabilitation concepts.    
  • The Cancer Survivor’s Memorial is planned to be removed and returned to the Richard & Annette Bloch Family Foundation, the nonprofit organization that originally loaned it to the City. The sculpture was not part of the original Fremont Park design.
