Category 1: Regional Alignment and Community Trust
This section establishes your baseline geographic connection and your deep, trusted relationships within your chosen target population.

6. Riverside County includes urban, suburban, rural, mountain, desert, and tribal communities across a large geographic area. Please describe your familiarity with the county's geographic regions and service areas, including the communities with which you have the most experience and how you developed that familiarity. *This question is required.

7. Describe your personal or professional connection to the speciﬁc target population you are applying to serve. What experiences have helped you understand the community's strengths, priorities, and challenges? Please provide specific examples of how you have built and maintained authentic trust within the community over time. *This question is required.

8. How do you approach conversations about mental health or substance use in communities where there is signiﬁcant cultural stigma, fear, or historical mistrust of government and behavioral health services? Please include an example from your experience, if applicable. *This question is required.

Category 2: Tactical Outreach & Partnership Development
This section evaluates your hands-on experience running community events and building networks of allies

9. Tell us about your direct experience with community outreach. Describe one or more events, cultural presentations, grassroots activities, or community engagement efforts you helped organize. For each example, clearly explain your specific role and responsibilities, including what aspects of planning, coordination, outreach, facilitation, or implementation you personally led or supported. *This question is required.

10. The target population you choose to serve will include individuals with diverse backgrounds, experiences, languages, ages, and socioeconomic circumstances. How do you ensure your communication is culturally responsive, accessible, and inclusive so that all voices within that community are heard and participate? *This question is required.

11. You would be working with a cultural community that includes several distinct sub-groups some of which may be underrepresented or less connected to community leadership, services, or outreach efforts. How would you ensure those voices are identified, included, and represented in your engagement activities? *This question is required.

12. Describe a speciﬁc example of a successful partnership or collaboration you developed with a local community organization, faith leader, or key stakeholder. What was the goal, what were your specific responsibilities and contributions, and how did the partnership help achieve the desired outcome? *This question is required.

Category 3: System Navigation & Public Facilitation
This section assesses your ability to move individuals into care systems and bridge the gap between the public and county leadership.

13. Describe a speciﬁc time when you helped an individual or family navigate a complex system (such as behavioral health, healthcare, school, or social services). What barriers did they face, what specific steps did you take to help them access services, and what was the outcome? *This question is required.

14. Describe your personal and/or professional experience navigating Riverside County behavioral health services or supporting others in accessing those services. What challenges did you encounter, what did you learn from the experience, and how would that knowledge help you connect community members to services and support your work as a Cultural Community Liaison? *This question is required.

15. Community forums, public hearings, and collaborative meetings often provide opportunities to elevate community voices and inform agency decision-making. Describe a time when you helped ensure community perspectives were heard and understood by agency staff, service providers, or other stakeholders. What was your role, what strategies did you use to bridge communication, and what was the outcome? *This question is required.

Category 4: Operational Readiness & Independent Execution
This section evaluates your capacity to operate successfully under an independent contractor (1099) model, where data collection and self-organization are critical.

16. This role requires maintaining accurate records, tracking outreach and engagement activities, preparing reports, and using digital tools to support contract deliverables. Describe your experience managing documentation, data tracking, reporting requirements, and other administrative responsibilities. What systems or tools have you used to stay organized and ensure accuracy? *This question is required.

17. Operating as an independent contractor requires a high degree of self-management to balance varying community needs, deadlines, and ﬂexible hours (including evening and weekends). How do you stay organized, manage your time independently, and handle competing priorities without daily direct supervision? *This question is required.

18. Some Cultural Community Liaisons balance multiple professional, academic, volunteer, family, and community commitments. Describe your current responsibilities and how you would manage competing priorities to ensure you can consistently meet the expectations of this role.
