Project RISE - Bronx 2026-2027 Proposal Submission

New York State continues to invest in combatting community-based violence, specifically gun violence across the State. The New York State FY 2023 State Executive Budget included major investments in programs and initiatives including initiatives to strengthen community-based strategies to prevent and interrupt gun violence, as well as, to restore and repair impacted communities.

Project RISE (Respond, Invest, Sustain and Empower) is a collaborative project led by the NYS Division of Criminal Justice Service’s Office of Youth Justice (DCJS OYJ) and supported by the Office for Program Development and Funding (OPDF) seeks to: Respond to pandemic-era gun violence in the hardest hit communities; Invest in community-driven solutions; Sustain positive programming; Empower communities.

Since 2022, Project RISE has worked to address community-based gun violence by providing up to $2 million in 10 cities across NYS by developing and implementing programs, partnerships, and strategies to improve safety, while also expanding youth and family opportunities within neighborhoods and building capacity/fostering sustainability in community-based organizations.

In October 2025, Governor Hochul announced an additional $3 million investment over two years to support the West Bronx Community Safety Partnership, a collaborative initiative driven by New York City Councilmember Pierina Sanchez and other local officials, community leaders and grassroots organizations in response to persistently high levels of gun violence and a shared goal of creating a safer West Bronx. The funding will help address the root causes of violence through youth engagement, education and employment support, mental health services and stronger community connection.

As we prepare for Project RISE-Bronx 2026-2027, we are seeking proposals for programming as we continue to move toward our identified goals.

Please submit a proposal that pointedly includes the following sections of information:

Section 1: Brief description of your organization
Section 2: Proposed Project RISE 2026-2027 programming
- This section must address the following:
  - Programmatic target area (i.e., mental health, mentoring, etc.)
  - Target population
  - Program Goals
  - Desired program outcomes
- Please attach your proposed work plan utilizing the sample work plan template provided.
Section 3: Proposed budget
- Please attach your proposed budget utilizing the sample budget template provided.

Project Term and Funding Provisions

The project for 2026-2027 will be for a 12-month period, with a target project start date of November 1, 2026. Funding will be distributed upon the approval of Project RISE Program Applications by DCJS.

Project Target Areas

The project target area is considered to be NYPD Precincts 46 & 52 in the Northwest Bronx, which encompasses the following neighborhoods: Bedford Park, Bronx Park. Fordham, Kingsbridge, Morris Heights, Mount Eden, Mount Hope, Norwood, and University Heights,

Key Terms

Lead Applicant/Organization: To be considered as a lead applicant each organization must meet the following qualifications: be a 501(c)(3) non-profit organization registered and pre-qualified to do business with New York State; have an operating budget that is equal to or greater than two times the award amount, e.g., $1,000,000.00; and have the organizational capacity to mentor and provide support to grassroot organizations assigned to the lead organization for support.

Grassroots Organization: Small community-based organizations that provide direct services and supports in the identified jurisdiction and do not meet the qualifications (as indicated above) for lead applicant/organization.

Reminder:

Project RISE - Bronx has been allocated up to $1.5 million for the 2026-2027 program year. This grant allows for up to three (3) project lead applicants or agencies to receive funding. As part of the Project RISE process, the Steering Committee will need to approve the lead agencies/organizations in each jurisdiction that will receive this funding and provide a justification for each.

Each lead agency is required to sub-award a minimum of 25% of the grant to a smaller organization(s) nonprofit, community-based grassroots organization(s) within their jurisdiction in an effort to build capacity and increase access to services and programming by the community. This requirement will generate a sub-contracting agreement, budget, workplan, and fiscal agreement between the lead agency and sub-recipient(s) organization. The pass-through award amounts to the smaller community-based, grassroots organization within each jurisdiction, will be provided as block grants, payable upon the approval of the application submitted to DCJS. Any funding awarded to the lead agency that is not part of the pass-through requirement will be provided via reimbursement-based grant awards and contracts will be developed with DCJS.
