36-139.9 of the Code of Virginia, as enacted by Chapter 733 of the 2023 Acts of Assembly (
HB2494) and amended by Chapters 121 (
HB356) and 122 (
SB665) of the 2026 Acts of Assembly, directs the Department of Housing and Community Development (DHCD) to annually collect housing policy reports from localities with a population greater than 3,500. The reports shall detail any changes to local policies, ordinances, regulations, or processes affecting the development and construction of housing during Fiscal Year 2026 (July 1, 2025 – June 30, 2026). Accordingly, DHCD is asking the chief administrative officer or their designee in each affected county, city, and town to provide essential information about their locality’s housing policies.
Please respond to this online questionnaire by September 1, 2026. Please ensure that only one response is generated for your locality. Submitted responses will be used to generate a locality’s report and will be made available to the public on the DHCD website. This questionnaire uses question logic, meaning fields will appear based on responses entered. Please be sure to enter a response for each field that appears, as only questionnaires completed in their entirety will be accepted.
