The Massachusetts Department of Elementary and Secondary Education (DESE) welcomes districts, charters, and collaboratives from across the Commonwealth to participate in the SY 2026–27 IMplement MA: Implement & Monitor High-Quality Instructional Materials (HQIM) Network.
Anchored in the IMplement MA Guide and facilitated by DESE staff, the network helps leaders move beyond curriculum adoption toward coherent, sustainable transformation rooted in strong Tier I instruction within a robust multitiered system of support. Participating teams engage with the latter phases of the IMplement MA curriculum lifecycle—Launch and Implement & Monitor—as they strengthen the systems, structures, and leadership practices necessary for successful HQIM implementation.
- Phase 3: Launch. Equipping all educators with essential curriculum literacy and logistical support while fostering a psychologically safe climate that embraces the learning curve implementing a new curriculum.
- Phase 4: Implement & Monitor. Prioritizing a multi-year trajectory toward instructional mastery by institutionalizing excellence and embedding high-quality instructional practices within a robust Multi-Tiered System of Support (MTSS).
Participating district teams will work to strengthen one or more implementation priorities aligned to the IMplement MA Guide throughout the school year, such as:
- Instructional vision and coherence
- Implementation team structures and leadership routines
- Expectations for HQIM use
- Professional learning systems
- Feedback loops and data step-back cycles
- Continuous improvement and sustainability planning
Intended Audience
The Network is designed for district and school leadership teams that:
- Have selected/adopted HQIM and are preparing for the launch phase
- Are in the early years of HQIM implementation and seeking to strengthen implementation coherence and consistency
- Are working to build or refine systems and structures that support sustainable HQIM implementation across classrooms, schools, or districts
Participating district teams should consist of 2–4 instructional leaders, one of whom should be a lead administrator or decision-maker who can support implementation planning and systems-level decision making. Team members may include assistant superintendents, curriculum directors, coordinators, principals, assistant principals, instructional coaches, or other school and district leaders responsible for supporting HQIM implementation.
Participant Commitments
Team Leader
- Attend the 1-hour Team Leader Kickoff and all core Network sessions
- Facilitate district/school implementation team meetings
- Support communication and coordination across participating team members
- Lead ongoing reflection and progress monitoring connected to district implementation priorities and IMplement MA milestones
- Demonstrate interim progress toward district implementation goals through participation in network activities, collaborative discussions, and sharing relevant artifacts or reflections
District Team Participants
- Attend all Network sessions
- Engage as an active working team during and between sessions
- Participate in at least one internal planning or calibration meeting between Network sessions to reflect on learning, identify next steps, and advance implementation priorities
- Contribute to cross-district collaboration, problem-solving, and continuous improvement conversations throughout the school year
Network Structure
Meetings will be held virtually throughout the school year.
The Network will include:
- A 1-hour Team Leader Kickoff
- Monthly 2-hour virtual working sessions focused on strengthening implementation systems and leadership practices
- Individualized consultation and implementation support opportunities with DESE staff throughout the school year, based on district needs
- Opportunities for cross-district collaboration, peer learning, and site-based learning experiences, as available
Unless otherwise noted, all Network sessions will be held on Wednesdays from 9:00–11:00 a.m.
