Technology Review and Reconsideration of the 2012 Final Rule Amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Oil and Natural Gas Production, and Transmission and Storage Facilities

The U.S. Environmental Protection Agency (EPA) will hold a virtual public hearing on May 12, 2026, to provide the public the opportunity to present comments and information regarding the Agency’s technology review and reconsideration of the 2012 Final Rule Amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for oil and natural gas production, and transmission and storage facilities.

On April 17, 2026, U.S. Environmental Protection Agency (EPA) proposed an action related to the technology review and reconsideration of the 2012 Final Rule Amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for oil and natural gas production, and transmission and storage facilities.
Under this technology and review reconsideration,
- EPA is proposing that there are no new technologies that must be installed for existing oil and natural gas production, and transmission and storage facilities at this time.
- EPA is also proposing to add methanol as a regulated hazardous air pollutant (HAP) to meet our obligations under D.C. Circuit case law.
- EPA is proposing to change the definition of “associated equipment” when determining what is a major source to align with the proper reading of the Clean Air Act (CAA).

EPA will take written comment on the proposal until June 22, 2026.

EPA considers all comments equally, whether submitted in writing to the docket or given orally at a public hearing. Each speaker will have 4 minutes to speak. If time allows, EPA will provide an opportunity for public hearing attendees, who did not preregister, to provide oral testimony.

· Session 2: 12:00 PM - 2:00 PM (Eastern Time)
