Introduction
To develop a comprehensive understanding of the Health Care Interpreter (HCI) workforce and providers who work with HCI’s, the Equity and Inclusion Division of the Oregon Health Authority (OHA) partnered with the Oregon Council on Health Care Interpreters (OCHCI) to develop this survey. The provider component focuses on collecting insights on the use of HCI services across health care delivery systems.
HB2359 (2021) requires health care providers who are reimbursed with public funds, in whole or in part, to work with qualified or certified health care interpreters from the Authority’s health care interpreter central registry when arranging for or providing services to a person with limited English proficiency (LEP) or who prefers to communicate in a language other than English, or who communicates in signed language.
This survey is designed to collect provider-level data for evaluating HCI services and the factors that determine the availability and use of interpreter services. We are requesting your organization's participation in this survey because the OHA considers providers and all users of HCI services important participants in the community.
The survey will close on October 15th, 2026, and the results will be published on OHA's Equity and Inclusion Division website no later than two months after the survey closes.
