The guidelines have been prepared by members of the Document Delivery and Resource Sharing Section (DDRS) of IFLA. They are based on a long-established approach within the international library community of collaborating and sharing collections; they also refer to latest developments described within the publication previously written by the DDRS Committee.

This collaborative approach is very much in accord with the IFLA strategy - ‘IFLA is founded on the belief that international collaboration means library associations, libraries, library and information professionals and others can achieve more together than apart’
These guidelines therefore have been developed for use within library interlibrary loan departments and aim to ‘signpost’ and support the reader in navigating the interlibrary loan process. Application, standards, processes and technologies will vary from library to library and each library in turn must adapt to suit local circumstances around a common framework. The DDRS Committee also encourages practitioners to refer to their regional or national ILL guidelines for additional guidance where appropriate.
