FCDOT 2026 Title VI Survey

Introduction

As part of its Triennial Title VI Program Update, FCDOT is seeking feedback on proposed updates to its Major Service Change (MSC) and Disparate Impact/Disproportionate Burden (DI/DB) policies.

Under the current process, all transit service changes are evaluated to determine whether they meet the thresholds for a Major Service Change. Service changes identified as major undergo additional analysis to assess potential equity impacts, consistent with FCDOT’s commitment to equity and nondiscrimination.

The proposed updates largely maintain existing policies and thresholds.

A Major Service Change to transit service is significant enough to require further analysis of potential equity impacts.
A Disparate Impact occurs when a service change has discriminatory effects on areas with a large proportion of racial or ethnic minority (people who are not non-Hispanic white) residents.
A Disproportionate Burden occurs when a service change has discriminatory effects on areas with a large proportion of low-income households.
