This vacancy on the HRA VEBA Board of Trustees is a counties, cities, and towns participant-elected position. The Board solicited nominations from all county, city, and town employers. Two nominees met the Board's written requirements.

Shelly Enderud, MBA, ICMA-CM, City Administrator, City of Post Falls, ID: Shelly served as Director of Finance and Support Services at the City of Post Falls for 15 years before becoming City Administrator. She has received awards for the investment and debt policies she wrote for the City. In addition, she has received a Certificate of Achievement from the Government Finance Officers Association related to the City's Annual Comprehensive Financial Report for 14 consecutive years. Shelly often presents at municipal conferences on topics of leadership, economic development, budget, finance, and policy recommendations. She is a Certified Public Funds Investment Manager through the Association of Public Treasurers, United States and Canada (APT, US&C). She is also a Past President of both the APT, US&C and the Idaho City Management Association. Shelly is an active Credentialed Manager in the International City/County Management Association (ICMA) and currently serves on several boards. Shelly holds a Master of Business Administration from Gonzaga University.
Eric Swanson, MPA, PMP, ICMA-CM, City Manager, City of Phoenix, OR: Eric has held various city management positions in several states since 1986, including City of Gladstone, OR and City of Medford, OR. Eric describes himself as an accomplished and performance-driven professional with progressive experience overseeing and streamlining overall administrative tasks necessary for small medium, and large entity operations. His experience includes supervising multi-functional departments, execution of annual and multi-year capital budgets, leading several large projects from inception to completion, and coordinating with stakeholders and management teams to achieve work objectives. Eric's military career began in 1981. He is a retired air force colonel and serves in the United States Air Force Reserves. Eric holds a Master of Public Administration with an emphasis in public finance and a Bachelor of Science, Criminal Justice Studies, both from University of South Dakota, Vermillion.
