3. The paper has suggested a potential nexus in relation to CE initiation; PI&D's can choose to promote the CE concept through their choices but can only do so given regulatory certainty; infrastructure availability; and feedstock availability.

Given their key role, how can we collectively break through the nexuses for/with the PI&D's?
In particular:

- How could regulatory certainty overcome the free-rider issue?
- How can capital intensive infrastructure projects proceed to provide infrastructure availability for the PI&D's?
- How do we nationally harmonise feedstock quality from that infrastructure?
