Round 3: Request for Qualifications and Quotes for Training

Introduction

Willamette Workforce Partnership (WWP) is the local workforce development board in Linn, Marion, Polk, and Yamhill Counties. We bridge the gap between workers, community organizations, and employers to build a robust workforce pipeline and ensure economic vitality across the region.

WWP is dedicated to helping job seekers gain the skills they need to thrive in today’s workforce. To that end, WWP is seeking qualified training partners to deliver short-term, certificate-based programs that prepare participants for competitive, high-demand careers across the Mid-Valley region.

Eligible Programs
WWP will only consider proven training programs with a minimum of two years of performance history.

  • Applicants must demonstrate measurable outcomes over the last two years, including:
    • Enrollment history
    • Graduation or completion rates
    • Employment outcomes

Applicants will complete detailed questions about their two-year performance history. These metrics will be scored as part of the evaluation process and used to determine funding eligibility.


Program Goals
This RFQQ seeks partners capable of delivering short-term, employer-driven training that results in industry-recognized certificates or credentials, leading directly to employment in high-demand, high-wage sectors. The training should:

  • Be cohort or classroom-based and complete within six months or less.
  • Prepare participants for occupations that typically pay $17.00 per hour or more.
  • Align with WWP's in-demand industries, such as:
    • Healthcare
    • Manufacturing
    • Construction
    • Transportation
    • Warehousing and Distribution
    • Technology
    • Hospitality

Programs that partner directly with employers and provide recognized certificates or credentials will receive priority consideration.

Responsibilities of Training Providers

  • Recruitment and Training: Selected providers will manage participant outreach, enrollment, and delivery of training. Proposals should include a clear recruitment strategy that emphasizes outreach to individuals from diverse and priority populations.
  • Employment Connection and Tracking: Providers must assist graduates in connecting with employment opportunities and track job placement outcomes. Proposals should outline how employment data will be collected and reported.
  • Collaboration with WorkSource: Providers are required to collaborate with WorkSource Willamette partners for recruitment, enrollment, and participant support services, including transportation, childcare, and rental assistance.


Funding and Timeline
Cohort training resulting from this RFQQ will occur between January 1, 2026, and June 30, 2026.
The total award amount per applicant is $60,000. Applicants may only apply once.

Eligibility
Because funding is provided by the Higher Education Coordinating Commission and the Office of Workforce Investments, all training providers must be eligible to receive federal funding and training contracts under WWP’s Local Unified Plan (ORS 600.327).

Ideal respondents will also demonstrate prior success in training one or more of the following priority populations:

  • Communities of color
  • Women
  • Individuals who receive SNAP benefits
  • Individuals re-entering society from incarceration
  • Individuals currently incarcerated
  • Individuals with low income
  • Older workers (age 55+)
  • Refugees and eligible immigrant populations, including seasonal farmworkers
  • English Language Learners
  • Veterans
  • Members of Oregon’s nine federally recognized tribes
  • Individuals with disabilities
  • Individuals who identify as LGBTQ+
  • Individuals from rural communities

WWP will provide each selected provider with a WorkSource Willamette point of contact to support coordination and participant services.
