Streamlining Operator Hiring Practices

The Transit Workforce Center (TWC), Federal Transit Administration’s (FTA) national technical assistance center for transit workforce development, is conducting this survey to better understand bus operator hiring practices at transit agencies and develop recommendations for making hiring processes more effective. The results of this research will help shorten hiring timelines, while preserving important pre-hire steps.  

By “bus operators,” we refer to those whose primary job is to operate fixed-route buses. By “transit agencies,” we refer to local public transportation providers eligible for formula funding through FTA. 

This survey should be completed by transit agency staff who have thorough knowledge of their own agency’s bus operator hiring processes. 

Participation in this survey is voluntary. You may stop taking the survey at any time. Providing your contact information for follow-up is optional. Survey responses will be kept confidential; no individual will be identified in the resulting materials, and no agency will be identified without its express permission.   

The survey should take approximately 15 minutes to complete, unless internal documentation needs to be consulted to answer the questions, in which case it may take longer. The survey can be saved and completed later by clicking on the "Save and Continue Later" link in the lower right corner. 

Your participation will help ensure that the project’s research is robust and reflects the realities transit agencies face. Results and insights from the survey (and other related research activities) will be published on the project home page once our analyses are complete, likely in the first few months of 2026. 

The team requests that surveys be completed by December 18, 2025.
