Preclearance

Introduction

This independent review of the administration and operation of the Preclearance Act, 2016, is being conducted by InterVISTAS on behalf of the Government of Canada.

The Preclearance Act, 2016 establishes the legal framework for U.S. border officers to conduct preclearance operations in Canada and for Canadian officers to do the same in the United States. Among other provisions, the Preclearance Act, 2016 defines the authorities of officers, the obligations of facilities and travellers, and affirms that all preclearance activities conducted in Canada remain subject to Canadian law and its associated protections. While commentary is anonymous in nature, the independent reviewer is also accepting commentary via e mail at Preclearancereview-examenprecontrole@intervistas.com.
