Proposed Amendments to Regulations on Student Records Definitions - 2025 Public Comment

The proposed amendments relate to the definition of “transcript” in the Regulations on Student Records (603 CMR 23.02). In accordance with the Administrative Procedure Act, M.G.L. c. 30A, § 3, the Board of Elementary and Secondary Education invites written comments on the proposed amendments to these regulations. Public comment on the Student Records Definitions regulations may be submitted by completing the form below, or by emailing the address below, or by submitting written comment via mail to: Student Records Regulations Public Comment, c/o Commissioner’s Office, Department of Elementary and Secondary Education, 135 Santilli Highway, Everett, MA 02149. The deadline to submit public comment is December 5, 2025 at 5:00 pm. Following the period of public comment, the Board is expected to vote on the proposed amendments at its regular monthly meeting scheduled for January 27, 2026.

  • Summary of Proposed Amendments: In summary, Following the passage of Question 2 in November 2024, attaining a certain MCAS score is no longer a requirement for the competency determination. As a result, we are proposing a technical change to the definition of “transcript” in the regulations to delete the reference to the competency determination, to conform the definition to state law, as amended. The proposed amendments also include a copy edit for clarity and a reference to state endorsed seals or awards, consistent with the proposed amendment to the Seal of Biliteracy regulations.
