Section 3 Business Self-Certification Form

HCR’s Section 3 Business Registry is a list of companies that have self-certified as having met one of the regulatory definitions of a Section 3 business at the time of signing of the self-certification. 
 
Disclaimer: A company that appears on this list may not currently be a Section 3 business. It is critical to obtain a Section 3 Business Self-Certification (Available Here) no more than 6 months prior to entering into a contract with that business, to confirm that it still meets the regulatory definition. Section 3 hours entered in relation to a Section 3 business that does not have a recent Section 3 Business Self-Certification will not be counted for Section 3 compliance purposes.  

Furthermore, being listed on the Section 3 Business Registry does not entitle or guarantee the receipt of contracts. While HCR maintains the Business Registry database, it has not verified the information submitted by the businesses and does not endorse the services they provide. Accordingly, users of the Registry should perform due diligence before awarding contracts to firms that have self-certified on this registry to ensure they meet the definition of a Section 3 business.  Also, users of the Registry must ensure that businesses listed on HCR’s Section 3 Business Registry that submission of capability and capacity statement meets the requirements of a contract’s project scope to perform the contract’s requirements and project scope.
