Starting July 1, 2025, enforcement begins on a municipal code update that expands the Disposable Bag Ordinance (DBO) beyond the original 19 large grocers to also include stores. “Store” is defined as “a grocery store, supermarket, convenience store, liquor store, dry cleaner, pharmacy, drug store, clothing store, or other type of retail establishment at which carryout bags are traditionally provided to customers” but includes some exceptions. This municipal code bans plastic carryout bags and requires stores to remit $0.06 of every $0.10 per bag recycled paper carryout bag fee to the City. The purpose of these requirements is to encourage sustainable purchasing behaviors, and to protect health for both the community and the environment.
This verification survey will be used to confirm City data that identifies your business as either a large grocer or a store and is therefore required to remit for carryout bags to the City.

If seeking exemption as a large grocer or store that no longer offers carryout bags, your store could be subject to compliance checks. If seeking exemption as a “small store”, you may be required to submit additional information, such as tax documents.
After receiving this survey, the City will follow-up with you based on information provided. Please share any additional support the City could offer to support you and your business for plastic waste reduction and/or remittance in question 11.
