CAASPP 2025–26 California Alternate Assessments 1.0 Percent Threshold and Justification Survey

Under the Every Student Succeeds Act, local educational agencies (LEAs) are required to notify the California Department of Education (CDE) if they expect to exceed 1.0 percent of their total assessed student population taking the California Alternate Assessments (CAAs) in English language arts/literacy, mathematics, and science for the California Assessment of Student Performance and Progress (CAASPP). LEAs exceeding the 1.0 percent cap must provide a justification as required by federal regulations aimed at preventing overidentification of students for alternate assessments.

As a part of the increased monitoring requirements related to exceeding the 1.0 percent cap on alternate assessments, the CDE requires all LEAs to report the percentage of students anticipated to take the CAAs for the 2025–26 school year, regardless of whether the LEA:

  • anticipates exceeding the 1.0 percent cap,
  • anticipates not exceeding the 1.0 percent cap, or
  • expects to have no students eligible for the alternate assessments.
New for this year: All LEAs, including County Offices of Education, will report based on where the student will take the test. To assist LEAs in estimating their expected CAA testing numbers for 2025–26, log into TOMS (account required) to review a summary of the LEA’s overall tested rate in the CAA Tested Data section.

In addition, although you will not submit the participation numbers in the survey, the following table can also assist you in calculating the total number of students identified to take the CAAs by content area.
  1. The number of students in the LEA who are identified to take the CAAs in the grades specified for ELA, mathematics, and science.
  1. The total number of students enrolled in the LEA in the grades specified for ELA, mathematics, and science.
  1. The percentage of students in the LEA who are identified to take the CAAs in the grades specified for ELA, mathematics, and science.
