The City of Decatur, in partnership with the National Civic League, will review the City Charter starting in the fall of 2025. This survey has two purposes: one is to gather some initial community feedback on local government, and the other is to encourage any resident interested in serving as a public member of the Charter Review Commission to fill out the intake form at the end of the survey.

The City of Decatur will utilize two methods of selecting Charter Review Commission members: appointment and civic lottery. Appointments will be based on professional background, political perspective, knowledge of local government, and diverse demographic background. The civic lottery is a process of selecting commission members at random, based on balanced demographics like geography, age, and gender. The combination of selecting commissioners based on professional and personal experience and through random selection is a first-of-its-kind pilot in the United States, providing an opportunity to pave the way for ensuring broad perspectives and public participation in revising the local charter.  

The data collected through this survey will be kept by the National Civic League and used for the purpose of assembling the Charter Review Commission. The current Decatur City Charter can be viewed here.
