2024-2025 CDIP & Matriculation Data Submission Intent to Participate

The purpose of this document is to outline the requirements for districts, district charter school and Institute charter schools to participate in the Career Development Incentive Program and Matriculation credential submission.

The Career Development Incentive Program (HB18-1266) provides financial incentives for participating school districts and charter schools (both district and Institute authorized) that encourage high school students (grades 9-12) to complete qualified industry-recognized certification programs, workplace training programs, or qualified Advanced Placement courses during the current school year.

Matriculation Rates are included as part of district and state accountability determinations.  Matriculation rates reflect the percentage of high school graduates that enroll in a career and technical education program, community college, or four-year institution of higher education during the summer or fall term immediately following graduation.  Earned industry credentials are collected via this submission and included within the calculated matriculation rates for districts and schools. Credit is awarded for graduates that receive a recognized industry certification during the current or prior academic years.  So, all certifications earned by graduates should be reported.

QUALIFIED PROGRAMS/COURSES
 
  1. Qualified Industry-Recognized Credential Program 

    • Program that leads to an industry-recognized credential

    • Student earns credits that apply to high school graduation, which may be earned through concurrent enrollment

    • Is a qualified program designated in the Talent Pipeline Report for CDIP (It is on the list of approved programs).

    • The term "recognized postsecondary credential" means a credential consisting of an industry-recognized certificate or certification, a certificate of completion of an apprenticeship, a license recognized by the State involved or Federal Government, or an associate or baccalaureate degree (WIOA 29 USC 310)

  2. Qualified Internship Program 

    • Must be aligned with postsecondary education or employment opportunity represented by Colorado’s Top Jobs list

    • Employs a sufficient number of internship case managers to monitor student participation

    • Provides students with pre-internship training or coursework that is designed to prepare students for the internship

    • Implements adequate safety and supervisory safeguards for students participating in the internship

    • Designated as a qualified program by the CWDC by aligning with Colorado Top Jobs requirement and a minimum of 60 hours in internship

    • Successful completion is determined by the internship program

  3. Pre-apprenticeship Program 

    • Must be a program or set of strategies designed to prepare students for entry into a registered industry apprenticeship program

    • Must result in a documented relationship with at least one apprenticeship program registered with the U.S. Department of Labor Office of Apprenticeship or State Department of Labor

    • Must meet the quality pre-apprenticeship program standards maintained by the Employment and Training Administration of the U.S. Department of Labor

    • Students must complete program requirements with a passing grade

    • Student must be accepted into an industry apprenticeship program as a registered apprentice

    • Must be designated as a qualified program by the CWDC by aligning with the Colorado Top Jobs list

  • Industry Apprenticeship Program 

    • Students must be accepted as an apprentice in an industry apprenticeship program

    • Students must be employed as a paid industry apprentice

    • Program must provide training for students for careers in the industry

    • Program must designated as a qualified program by the CWDC by being aligned with the Colorado Top Jobs list

FUNDING NOTE:  Each school district and the Charter School Institute that authorizes a charter school and acts as a fiscal agent shall forward 100% of the amount of program funds received on behalf of the students enrolled in the participating charter school to the appropriate charter school(s).

Qualified Industry-Recognized Credential Program  must be funded before any other programs.  Funding is based on appropriation and certifications requested. Funding in tiers 2 and 3 are not guaranteed.
