NYS Cannabis Research License Application Fee Waiver Request Form

General Information

Thank you for your interest in the NYS Cannabis Research License (CRL). The CRL allows for researchers to produce, process, purchase, and/or possess regulated cannabis products for research purposes and to collaborate with licensed NYS processors, cultivators, and dispensaries. The fee to apply for a CRL is $250 and if approved, the fee for the license is $500.

Applicants may request to have these fees waived. Section 132.3(b) of the CRL regulations states fees may be waived by the Office if they meet the following eligibility requirements:

based on the size, scope, or duration of the proposed research project; or
if the prospective applicant can demonstrate financial hardship.

Applicants seeking a fee waiver must submit this request form. This form requires prospective CRL applicants to upload a signed affidavit that justifies the request for a fee waiver. If the fee waiver is being requested for financial hardship, please include relevant details that explain the financial hardship (ex: personal financial hardship, difficulty obtaining research funding, etc.).

After review of the Fee Waiver Request Form, the Office of Cannabis Management (the Office) will contact the applicant by e-mail with the status of their request.

Please note: Applicants must submit their cannabis research license application within 30 days of requesting a fee waiver. If you do not intend to submit a completed application within 30 days, please do not request a fee waiver at this time.
