FY2024 Chicago Continuum of Care (CoC) CoCBuilds NOFO Request for Information (RFI)

Introduction 

This Request for Information (RFI) is being issued by Chicago’s Collaborative Applicant (All Chicago) to identify Permanent Supportive Housing (PSH) developments in progress that would qualify for the U.S. Department of Housing and Urban Development’s (HUD) CoC Builds Notice of Funding Opportunity (NOFO).  

The CoC Builds NOFO allows the Chicago CoC to put forth one application for up to $10 million as part of a national competition. The application can be for one development project/site, or multiple developments/sites as long as there is one primary organization that would receive the funding from HUD. Note that funding is very competitive nationally and no funding is guaranteed. 

This RFI serves as a way for the CoC to gather information about the number of interested applicants with projects that could receive this funding. Any organizations interested in applying for this funding must respond to the RFI. The RFIs will be reviewed by a selection committee of the CoC who will determine next steps for the CoC. Next steps may include: 

  • Request for Proposal (which may be invitation only based on RFI responses);  

  • Consulting with all RFI respondents to determine if one lead agency would apply for the entire award and subcontract to others; or 

  • Another approach as determined by the CoC. 

Funding Availability

Funding of approximately $175,000,000 is available through this NOFO. ($10,000,000 maximum for Chicago CoC).

Additional funds may become available for award under this NOFO consistent with VI.A.2.e., Adjustments to Funding. Use of these funds is subject to statutory constraints. All awards are subject to the funding restrictions contained in this NOFO.

Of this $175,000,000, not less than $65 million ($30 million of FY 2023 funds and $35 million of FY 2024 funds) is available only for CoCs that are located in states with populations of fewer than 2.5 million people. However, if HUD does not receive this amount in application requests any remaining amount may be awarded to qualified applicants for projects in any state. All application requirements are included in this NOFO.
