The Every Student Succeeds Act requires local educational agencies (LEAs) to notify the California Department of Education (CDE) if they expect to exceed 1.0 percent of their total assessed student population taking alternate assessments in English language arts/literacy (ELA), mathematics, and science for the California Assessment of Student Performance and Progress (CAASPP). LEAs that anticipate exceeding the 1.0 percent cap must provide the justification for surpassing that threshold.
As a part of the increased monitoring requirements related to exceeding the 1.0 percent cap on alternate assessments, the CDE requires all LEAs to report the percentage of students anticipated to take the California Alternate Assessments (CAAs) for the
2024–25 school year, regardless of whether the LEA:
- Anticipates exceeding the 1.0 percent cap
- Anticipates not exceeding the 1.0 percent cap
- Has no students expected to take the alternate assessment
When completing this survey, the LEA is to do so as the district of residence (district of special education accountability). For example, some LEA programs are comprised of students from that LEA as well as students who have a different district of residence. Please report based on all students who have your LEA listed as their district of residence in the California Longitudinal Pupil Achievement Data System or CALPADS.
Although you do not need to submit the participation numbers in the survey, the following process is provided to assist you in confirming whether your LEA will exceed the 1.0 percent cap of students identified to take the CAAs by content area.
- The number of students in the LEA who are identified to take the CAAs in the grades specified for ELA, mathematics, and science.
- The total number of students enrolled in the LEA in the grades specified for ELA, mathematics, and science.
- The percentage of students in the LEA who are identified to take the CAAs in the grades specified for ELA, mathematics, and science.
The following table is provided as a resource to help calculate the total number of students identified for the alternate assessments. You do not need to enter anything on this table.

To assist LEAs in estimating their expected testing numbers for 2024–25, the CDE has added a new reporting widget to the MyTOMS Home page where each LEA can review a summary of their CAA tested data for the past three years.
