Background 
The Wisconsin Department of Health Services (DHS), Division of Public Health (DPH) announces the availability of funds for a strategic planning consultant to support the Wisconsin Injury and Violence Prevention program. This work will be coordinated by the Injury and Violence Prevention Coordinator within the Bureau of Community Health Promotion (BCHP). 

This work is funded by the Centers for Disease Control and Preventions (CDC’s) Core State Injury Prevention Program (SIPP) which focuses on collaborating with partners to promote public health action to reduce unintentional and intentional injuries and death by connecting data, science, and action. This approach includes engaging in robust state-based data and surveillance; strengthening strategic collaborations and partnerships; conducting assessment and evaluation; and monitoring the effectiveness of SIPP activities. The grant supports states to strengthen their injury prevention programs and policies and demonstrate impact in the reduction of risk factors for adverse childhood experiences (ACEs), transportation injuries and death, and traumatic brain injury (TBI).

The strategic planning consultant will lead strategic planning activities for Wisconsin’s Injury and Violence Prevention program, culminating in the completion of an injury and violence prevention state strategic plan. The strategic plan will incorporate activities to support statewide and community-level injury and violence prevention improvement efforts and state and local actions around injury and violence prevention. It will also incorporate needs and priority areas identified by a variety of stakeholders and community members representing the rich diversity in Wisconsin.

Funding opportunity
The Wisconsin DHS, DPH seeks applicants for a strategic planning consultant. The organization and/or individual receiving this award must be able to meet the following expectations and activities:  
  • Lead strategic planning for the Injury and Violence Prevention (IVP) program, by facilitating small and large groups culminating in the development of a draft statewide strategic plan by May 30, 2025.
  • Provide guidance to the IVP team to ensure the draft strategic plan is in alignment with the State Health Improvement Plan (SHIP).
  • Support the IVP program by identifying opportunities to gain community and statewide feedback on the plan, including supporting a presentation of the drafted plan in June and July, 2025.
  • Lead the finalization of the strategic plan with the IVP program by July 31, 2025. 
  • Collaborate and build relationships with partner organizations and communities using an equity lens to provide representation and collective voices within the statewide strategic planning process and completed plan.
  • Travel may be required to complete strategic planning activities.
  • Work closely with the Injury and Violence Prevention Program Coordinator on progress on strategy implementation. 
  • Invoice DHS monthly
Funded agencies will help advance the following priorities:
  • Identification of strategic priorities relating to injury and violence prevention efforts in Wisconsin.
  • Increase partnership and collaboration among a wide array of Wisconsin communities to identify statewide IVP needs and priority areas.  
  • Address shared risk and protective factors for injury and violence prevention (i.e., factors increasing risk for injury and violence or preventing injury and violence)
Funding terms and conditions 
  • This application is for an award period from December 1, 2024–July 31, 2025.  Applicants should plan and budget for eight-months of funding. Carryover of funds into another contract period may be possible based on the availability of funds and vendor performance.
  • DHS reserves the right to increase or decrease award levels and scope of individual contracts during the contract period, and/or reconfigure the program model at any time during the funding cycle based on the conditions noted above or a lack of adequate performance on the part of the grantee.
  • DHS may negotiate the terms of the award, including the award amount, with the selected applicant(s) prior to entering into a contract. If contract negotiations cannot be concluded successfully with a recommended applicant, DHS may terminate contract negotiations with that applicant. 
  • The contracts resulting from this request for applications will be between DHS and the awarded applicant(s). Grantees using subcontractors will be responsible for ensuring subcontractors abide by all terms and conditions of the grant. 
  • There is no match requirement for this grant.

Year 1 (FY25): December 1, 2024–July 31, 2025, (initial award)

Eligible organizations include: 
  • Individuals, governmental entities, such as counties, cities, local health or human services departments, other public entities, or 501(c)(3) organizations including but not limited to community-based organizations and faith-based organizations. All applicants must have or obtain a Universal Entity ID (UEI) from sam.gov and must not be disbarred, suspended, or ineligible.
