Randy has served as chief financial officer for Wallowa Memorial Hospital and North Wasco County School District, both located in Oregon. He retired from the school district in 2020 and has since returned to the same role fulltime. Randy is a Certified Public Accountant and operated his own private practice for many years. He is a Business Administration Graduate of Portland State University and a life member of the Oregon Society of CPAs. Randy previously served on the HRA VEBA Board for six years.
Nick Kooiker, Chief Financial Officer and Deputy CEO
Port of Kennewick | Kennewick, WA
Nick has served Port of Kennewick for a full decade after working for Benton County, Washington as a Revenue Systems Accountant. Nick has a finance degree and Master of Business Administration (MBA) degree from Eastern Washington University. In addition to his routine duties, he has been involved in managing budgets and financial processes for several significant projects of various types throughout the Kennewick area. He is a licensed real estate broker and active youth hockey coach.
Jennifer Signs, Finance Manager/Treasurer
Lake Whatcom Water and Sewer District | Bellingham, WA
Jennifer has a long-standing career in finance. She is part of her employer’s senior management team and oversees and manages its investment portfolio, budgeting processes, and finance department. Jennifer’s previous role was finance director for the City of Monte Vista, CO. She holds a BA in Business Administration from Adams State University with areas of study in accounting, water law, and property, and has earned a Certified Public Funds Investment Manager designation. Jennifer is an active member of the Government Finance Officers Association, Washington Public Treasurers Association, and Washington Finance Officers Association.
