Community Legal Services' Rowhouse Protection Project provides legal representation to Philadelphians whose homes have been damaged by adjacent or nearby development, demolition, or construction. We provide residents with assistance on the the following types of legal issues:
- Negotiate access agreements with builders who seek to enter homeowners’ property in connection with the construction on an adjacent or nearby property.
- Represent homeowners whose homes are damaged by construction on nearby properties.
- Represent homeowners with code enforcement issues brought by the City in connection with third party development.
- Provide information to homeowners and, as appropriate, community organizations, who are affected by development and construction.
- Represent tenants residing in units damaged by construction on nearby properties.
- Represent tenants who are residing in properties with ongoing code enforcement issues.

We are only able to provide free legal representation to residents who meet certain income limitations. Unfortunately, the attorneys and paralegals at CLS are not able to represent every homeowner who needs legal representation, but we review every case that comes to us.
