Future Ready / Prosperity 10,000 ARPA Application - Spring 24

Introduction

Rogue Workforce Partnership (RWP) is the dedicated local workforce development board serving Jackson and Josephine Counties. Our mission revolves around strengthening the regional economy and fostering a prosperous community driven by skilled workers, quality employment opportunities, and thriving businesses. Our primary focus is on establishing a demand-driven system that harmonizes worker skills with employer needs, enhancing career pathways, and closing the gap between workers, community organizations, and employers to construct a robust talent pool that fuels economic vitality across the region. RWP is committed to leading the charge with a comprehensive, collaborative, system-wide approach, actively seeking investments in workforce development as a fundamental pillar of a resilient economy. We assume responsibility for overseeing workforce services, ensuring they are dependable, of high quality, and consistently surpass customer expectations, both for individuals and businesses alike.

The Rogue Workforce Partnership (RWP) is seeking qualified organizations to stand up a construction pre-trades training program, we will also consider proposals that cover construction and manufacturing pre-trades. This opportunity, funded by the Future Ready/Prosperity 10K ARPA initiative with a $249,999 award, aims to create pathways to family-wage careers for underserved communities, including adult learners, dislocated workers, and youth.

The selected training provider will receive the monetary award to establish a construction pre-trades training program, which may include pre-trades tools and equipment. 

RWP will distribute the funds to community-based organizations, educational institutions, labor organizations, and other workforce service providers. Funds can be used to provide the following:

  • Provide opportunities to earn industry-recognized certificates and credentials through work-based learning experiences
  • Career coaching, occupational training and job ​placement services
  • Support targeted recruitment and engagement efforts

The goals of the Future Ready/Prosperity 10,000 ARPA Program are to:
  • Improve the capacity and responsiveness of the public workforce system in this state by providing assistance for workforce development program navigation, expanding access to community-based career counseling and wraparound supports and services, and providing opportunities to earn industry-recognized certificates and credentials through work-based learning experiences;
  • Ensure training will result in participants receiving industry-recognized certificates and credentials and entering a targeted position within one of the following targeted sectors: Healthcare (including behavioral health), Manufacturing, Construction, Transportation, Natural Resources, Technology, and/or in-demand occupations in Child Care / Early Learning Education.
  • Ensure that services and benefits available through workforce programs are provided to individuals from priority populations;
  • Provide increased access for priority populations to services and benefits available through workforce programs;
  • Provide opportunities for at least 50 percent of the participation by women, as required by law;
  • Ensure that at least 80 percent of the participants successfully complete the program;
  • Ensure that at least 75 percent of the participants successfully obtain employment;
  • Ensure that at least 75 percent of the participants who successfully obtain employment earn at least $17 an hour.

Successful applicants will demonstrate ability to provide workforce services to one or more of the following priority populations:
  • Communities of color
  • Women
  • Individuals who receive food assistance, known as Supplemental Nutrition Assistance Program (SNAP)
  • Individuals re-entering society from incarceration
  • Individuals currently incarcerated
  • Individuals with low income
  • Older workers aged 55 or over
  • Refugees and eligible immigrant populations, including seasonal farmworkers
  • English Language Learners
  • Veterans
  • Members of Oregon's nine federally recognized Indian tribes
  • Individuals with disabilities
  • Individuals who identify as members of the LGBTQ+ community
  • Individuals from rural communities
     
Maximum Award Amounts: 
We envision supporting one training / service provider throughout this duration, with a maximum total award limit of $249,999 and the possibility of second round funding. Budget evaluations will prioritize reasonable cost comparisons, recognizing that expenses may fluctuate across various training programs.
