EPA Public Hearing on EPA's Proposed Amendments to Large Municipal Waste Combustor Standards

Pre-Registration is now closed. The EPA considers all comments equally, whether submitted in writing to the docket, or given orally at a public hearing. The EPA will take written comment on the proposal until March 25, 2024.     Background:  On December 20, 2023 the U.S. Environmental Protection Agency (EPA) proposed to amend the Standards of Performance for New Stationary Sources and Emission Guidelines (EG) for Large Municipal Waste Combustors (LMWCs). The EPA last amended these requirements on May 10, 2006, to complete the required 5-year review of this source category. The EPA is proposing amendments that would apply to units that have the capacity to combust greater than 250 tons per day of municipal solid waste. The EPA re-evaluated maximum achievable control technology (MACT) standards for particulate matter, sulfur dioxide, hydrogen chloride, nitrogen oxides, carbon monoxide, lead, cadmium, mercury, and dioxins/furans under Clean Air Act Section 129. These standards are based on emission levels achieved by the best controlled and lower emitting sources and limit emissions of all nine pollutants.
