BTSCRP Problem Statement Submittal

TRB and the Governors Highway Safety Association are soliciting candidate research problem statements for the fiscal year 2025 Behavioral Traffic Safety Cooperative Research Program (BTSCRP).  

To be considered for the FY 2025 program, problem submittals must arrive by midnight EST on January 5, 2024—this is a firm deadline. No exceptions or extensions will be made.
 
The Behavioral Traffic Safety Cooperative Research Program (BTSCRP) is an interdisciplinary research program to address issues integral to the Governors Highway Safety Association (GHSA), the National Highway Traffic Safety Administration (NHTSA), and all other traffic safety stakeholders. BTSCRP provides practical, ready-to-implement solutions to save lives, prevent injuries, and reduce costs of road traffic crashes associated with unsafe behaviors. BTSCRP is a partnership between GHSA, NHTSA, and the Transportation Research Board (TRB).

Each BTSCRP research project starts with a research idea (“problem statement”) that describes a traffic safety need that can be addressed through research. Problem statement authors are asked to briefly describe the traffic safety problem they would like to see addressed, and identify outcomes/products expected to be produced by the research. Problem statement authors can submit additional thoughts and information such as any related research; urgency/potential benefits; and opportunities to support implementation of the research results.  If your problem statement is funded, you will be invited to serve on a panel of volunteers to develop an RFP, select a contractor to do the research, and provide technical guidance for the life of the project.  If you are an academic or consultant, you may wish to forego membership on the panel so that you have the opportunity to propose on the research contract. 

Anyone can write or contribute to preparing a problem statement. However, all problem statements will be reviewed and screened by a State Highway Safety Office, GHSA Executive Board members, a GHSA Committee, or NHTSA to determine whether they are eligible for consideration. As an interdisciplinary research program, BTSCRP encourages submission of problem statements from broad and diverse sources.
