2024 Energy Equity for Renters Technical Assistance Application

ACEEE’s Energy Equity for Renters initiative is providing a new round of technical assistance services to local governments and their community-based organization (CBO) partners to support active or planned work to analyze the rental market, conduct community engagement, determine possible rental energy efficiency policy options, and implement these initiatives. Technical assistance will primarily focus on growing local governments’ and CBOs’ knowledge, resources, planning and evaluation procedures, and information sharing with one another.

ACEEE staff will provide technical assistance services for up to 10 communities during the period of February 2024 – June 2025. The length of our technical assistance support for a given recipient will vary depending on the specific needs of a community. Applications for this technical assistance are due by Friday January 12, 2024. We will announce our selections in late January 2024.

Applications must be submitted using this online form. You may submit documents, such as applications for federal funding opportunities, containing the requested information in lieu of filling out any of the questions on this form. Selection Criteria

Applicants must meet these minimum requirements:
  • Lead applicant (the one completing this application) should be a local government or CBO.
  • Applicant must include information about at least one CBO involved in the proposed work that primarily serves disadvantaged communities and/or individuals.
  • The lead applicant will submit a scope of work outlining the specific roles and timing of activities for themselves, ACEEE, and their local government or CBO partner. The scope of work may cover a period ranging from 2 to 16 months.
  • Proposed technical assistance will support a policy or program designed to improve rental housing energy efficiency while preserving or expanding housing affordability.
  • Application should articulate how the technical assistance will supplement or support other current and/or planned activities. Please note that we are available to provide only limited support for grant writing activities.
The most competitive applicants will also have the following characteristics:
  • Planned or active rental energy performance policy and/or program development work aligns closely with actions steps outlined in ACEEE’s policy guide A New Lease on Energy and/or policy implementation toolkit.
  • Policy or program development has the potential to result in substantial energy and non-energy benefits (e.g. positive health outcomes, improved household finances, increased comfort) for renters.
  • Applicant's scope of work demonstrates strong relationships and outlines roles for multiple community partners and/or a local housing department.
  • Policy and/or program that proposed technical assistance supports is replicable in other communities across the United States. 
  • Local government is taking an innovative approach to policy or program development.
