2023-24 Teacher Rubric Pilot Registration

DESE is updating the model educator evaluation rubrics for teachers and principals with a focus on integrating and strengthening culturally and linguistically sustaining practice throughout the Standards and Indicators of Effective Teaching and Administrative Leadership. The purpose of this pilot is to learn about the conditions for effective implementation of the draft teacher rubric and make necessary updates to finalize it as the model rubric and develop accompanying training and resources by June 2024.

Pilot Overview: Districts are invited to pilot the updated classroom teacher rubric during the 2023-24 school year. DESE will provide implementation support for up to 20 participating districts through:

  • District team planning workshop on best practices for culturally responsive educator evaluation
  • In-person and virtual calibration training workshops using OPTIC for school leaders
  • Virtual community of practice open to all participating teachers and evaluators
  • Ongoing technical assistance as needed.

Eligibility:  The pilot is open to all PK-12 districts that have adopted (or adapted) DESE’s Model System for Educator Evaluation.

Participation Requirements:  

  • Implement the updated rubric with a cohort of teachers during the 2023-24 school year. Districts may elect to pilot the rubric with PTS teachers, with non-PTS teachers, or with particular team(s) of teachers. Districts are responsible for securing agreement to participate from local collective bargaining units as necessary.
  • Coordinate with DESE to plan calibration training workshops for evaluators (scheduling TBD pending district participation, but may take place during leadership team meetings or another time during the school day).
  • Support DESE to collect feedback from participants, such as through dissemination of surveys and/or invitations to focus groups.

Additional Considerations:

  • Districts may register prior to securing participant agreement, but should indicate below the estimated number of teachers and evaluators who will participate. This will be confirmed in early Fall.
  • Districts are encouraged to provide stipends, if possible, to support participation.
  • It is recommended that districts pilot the Classroom Teacher Rubric alongside implementation of the updated School Level Administrator Rubric.
While implementation support in the pilot will be limited to 20 districts, districts not participating in the pilot are encouraged to begin to use the updated draft rubric to support goal-setting, feedback, and professional learning.
