GEAR UP 2.0 District Proposal

Dear Applicant:

Thank you for your interest in the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant. We are pleased to provide this application package for you to express your interest in being part of GEAR UP Georgia award. This discretionary grant program from the U.S. Department of Education, to be administered by University System of Georgia when awarded, is designed to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. This is a COST-REIMBURSEMENT grant, which means districts incur allowable/approved expenses and invoice GEAR UP Georgia for payment. District participation in this grant is contingent upon three factors.

o District successful submission of RFP and selection to participate
o US DOE timely release of a competition in 2023
o GEAR UP Georgia successful submission of national proposal and selection to participate

Next Steps:

• Review and share RFP, Jan 4th Info Session Slides(and/or recording). Attend Jan 11th Q&A Session only as needed. See Appendix 6.
• Discuss GEAR UP partnership with District Leadership and staff
• While a budget will not be required for submission in the proposal, internal budget discussions should began to ensure partners are aware of the scope of the project.
• Request letters of support from staff and community partners to submit in electronic proposal.
• Submit this electronic proposal by 11:59 pm on February 15th .

If you are accepted to be a part of the GEAR UP Georgia grant and the grant is awarded by the U.S. Department of Education, we will work together to plan what GEAR UP will look like in your district including developing a budget and action plan. We appreciate your interest in the GEAR UP grant.

8. Does your district commit to support and integrate the efforts of GEAR UP within the district? *This question is required.
14. Answer yes or no to the following ten district commitments. Does the district commit to designate a GEAR UP district Point of Contact (a district employee such as a senior-level administrator or central office employee) who will serve as the district supervisor for the GEAR UP staff and must either be a part-time employee devoted to GEAR UP or no more than 50% of their salary must be designated for GEAR UP (Salary can be grant-funded or in-kind)? *This question is required.
15. Does the district commit to hire a School Coordinator(s))of whom the district will allocate 100% of their time and effort implementing GEAR UP services. Grant funds will cover salaries of School Coordinator(s)? One Coordinator per 2-3 schools and/or 300-500 students recommended. *This question is required.
16. Commit to develop and implement a GEAR UP work plan of activities, services, and initiatives focused on the GEAR UP goals, objectives, and metrics. The action plan will be collaboratively developed and agreed upon by the USG, local college partners and the district each school year. All activities will focus on established GEAR UP objectives, required services and metrics. *This question is required.
17. Does the district commit to partner with GEAR UP staff in arranging and allowing students to participate in weekly GEAR UP services during school day? *This question is required.
18. Does the district commit to executing all necessary grant contracts, data sharing agreements, partnership agreements and other grant-related paperwork? *This question is required.
19. Does the district commit to allow release time for GEAR UP staff to participate in regularly scheduled GEAR UP meetings, professional development and national conferences hosted by the National Council for Community and Education Partnerships regarding service implementation? Grant funds will cover registration and allowable travel costs. *This question is required.
20. Does the district commit to encourage other school staff and faculty to participate in GEAR UP meetings and professional development as available and appropriate? *This question is required.
21. Does the district commit to strongly encouraging and allowing district’s middle and high school principals and district Point of Contact (POC) to participate in meetings and evaluation activities regarding GEAR UP implementation? *This question is required.
22. Does the district commit to allow the GEAR UP staff to assimilate into the school culture at each participating school, including attendance at faculty meetings and other functions as appropriate. *This question is required.
23. Does the district commit to regular check-ins with GEAR UP leadership to discuss project implementation and continued partnership? *This question is required.
24. Does the district commit to meet the required grant match requirement of 50% of grant funds (Cash, in-kind, etc)? In-kind examples included in Appendix 5 in RFP Packet. *This question is required.
25. Provide letters of support from at least one high school principal(s), at least one middle school principal(s), at least one middle school counselor AND at least one high school counselor of one of the proposed schools. Districts are encouraged to solicit additional letters of support from community partners and other key staff who will participate in building a college-going and career-going culture within their schools.
