City of Fort Collins General Improvement District

Fort Collins General Improvement District (GID) staff are conducting community outreach to gather feedback and input from business owners and property owners within the GID district regarding an updated 5-year Capital Investment Plan.  Information collected will be used to inform the GID Board of Directors when considering adoption of a new investment plan in October.  The last 5-year investment plan was adopted in 2011 and has been used to implement projects and programs since that time.

About the GID:
  • The City of Fort Collins Downtown GID is a tax district formed by property owners in 1976 for the purpose of funding parking, pedestrian, and street beautification improvements.
  • The GID receives revenues primarily from a mill levy set by City Council members acting as the Governing Board. The mill levy has remained at 4.924 mils since 1992. Annual revenue for the GID is about $350,000.
  • The City Council acts as the GID Board of Directors.
  • Management of the GID is part of the Economic Health Office. City staff in several departments collaborate in administering the GID, providing planning, management, financial, engineering, operations, and maintenance services.  
Projects previously funded by the GID:
  • Old Town Square renovation (with DDA)
  • Alley Enhancements (with DDA)
  • Oak Street Plaza renovation
  • Downtown holiday lights
  • Downtown landscaping and flowers
  • Sidewalk paver repairs
2023-2027 Capital Investment Plan
The types of improvements that can be undertaken/financed by the GID, pursuant to Resolution 76-63, reiterated in Resolution 76-77, include the following plus maintenance of these improvements:
  • construction and reconstruction of sidewalks, curbs, gutter and streets
  • installation of planters and landscaping
  • installation of street furniture
  • installation of plazas
  • installation of light signalization for traffic and other allied improvements
  • acquiring property and constructing parking facilities
GID funds are not used as a substitute for City funding.

GID staff foresee the 2023-2027 Capital Investment Plan projects falling into one of three types (but not limited to these):
  1. Supporting Businesses
    • Holiday lights, streetscape enhancements, such as flowers and lighting, potential expansion of GID boundaries, “sense of place” projects that define the unique character of Old Town.
  2. GID Project Coordination with City Plans
    • Projects that enhance downtown while supporting City plans such as the Transportation Master Plan, the Downtown Plan, Our Climate Future, DDA Enhanced Alleys, etc.
  3. Safety Issues
    • The GID continues to repair sidewalk hazards such as broken pavers, tree and tree grate hazards and other safety issues that would come up under the purview of the GID.
