Graduation Requirements Emergency Waiver (GREW) Program

Engrossed House Bill 1121, signed into law during the 2021 Legislative session, authorizes the State Board of Education (SBE) to establish an emergency waiver program to allow school districts and and community and technical college high school programs to waive certain high school graduation requirements on an individual student basis after the district makes a good faith effort to help the student meet the requirements

To view the linked statutes and rules, right-click in the link and select the "open in a new tab" option.) states that the purpose of the emergency waiver program is to allow school districts as defined in WAC 180-111-020, and private schools, to waive certain graduation requirements on an individual student basis and emergency waiver of certain requirements for private schools in WAC 180-111-060. The intent is to help prevent students from being unduly impacted by unforeseen disruptions to coursework and assessments resulting from an "emergency or disaster" as defined in RCW 38.52.010.

WAC 180-111-030 allows a school district to apply to the State Board of Education for the authority to waive pathway and credit-based graduation requirements for individual students. To be granted the emergency waiver authority, the school district must certify that it will administer the emergency waiver in accordance with program rules as stated in this chapter. The application must be certified by the school district superintendent or equivalent personnel with authority to sign on behalf of the school district.
