Chugach Regional Resources Commission (CRRC) recently added a Marine Mammal Program to their organization. This program is designed to build capacities to manage the marine mammals within the region and work on the issues of blood quantum that inhibit the continuation of cultural heritage and traditions to younger generations. Marine mammals are an important component of Alaska Native life and the basis of rich cultural traditions. Marine mammals play a significant role in food security and provide a source of revenue through the sale of arts in areas where few income opportunities are available.
CRRC is forming a working group that consists of different organizations and village representatives, to discuss the regulatory structures and priorities currently in place for the management of marine mammals, as well as generate potential approaches to addressing regulatory challenges. This group will help guide the work the Marine Mammal Coordinator, Raven Cunningham, is doing for our region. Some of the goals are:
- Proactively work on creating a co-management agreements that strengthens the roles of Tribes or their designated consortia with the National Marine Fisheries Service and U.S. Fish and Wildlife Service.
- Compiling existing harvest data by community and species and documenting Traditional Ecological Knowledge on community shifts in harvest and use practices over time.
- Working with ADF&G to compile existing data on the biological status of Steller sea lions, harbor seals, and sea otters used by CRRC communities and summarize current federal management priorities for these species.
Overall, we want to make sure there is proper management of marine mammals within the region. We want to assist and advocate a pro-active approach, while emphasizing tribal involvement at all stages of research, development, and implementation.
