Proposed Bylaws Amendments

Proposed Bylaws Changes

The proposed bylaws change represents two primary objectives. The first is to elevate the current Inclusion Committee Chair position to that of Vice President of Inclusion which would be an Executive Board position elected by the Chapter membership and involve this position in the nominations of future Board candidates. The second is a general cleanup of the bylaws to reflect some changes that have occurred over the past several years. Below is an article by article examination of the changes.

  Article IV: Board of Directors

 A.  Composition - The changes within this section address the creation of the VP of Inclusion position in place of the former Chair of the Inclusion Committee, as well as formally add the Community Planning Assistance Program (CPAP) Chair to the Board. The second change is the clarification of the President’s ability to appoint ex-officio non-voting Board members with the Board’s approval.

 B.  Terms of Office -  This change removes reference to the now defunct Inclusion Committee Chair position.

C.  Executive Committee - This change adds the VP of Inclusion to the Board’s Executive Committee.

D.     Student Representatives - This change modifies the number of student representatives on the Board from two to one. The current listed student representatives have graduated. The goal is to revitalize the Student Representatives Committee and have them elect a member on an annual basis. Additionally, it modifies the length of the term to one-year rather than two which has been problematic due to mid-term graduations.

E.   Faculty Representatives -  This change modifies the number of faculty representatives on the Board from two to one. There has been limited participation from faculty representatives on the Board and this provides the opportunity for a more consistent rotation of representation from the accredited planning programs within Virginia.

Article VII: Committees

A. Generally This change formally adds the Community Planning Assistance Program as a standing Board Committee and describes its purpose as well as formally identifies the terms of appointment for the committee chairs.

Article VIII: Elections

B. Appointment of Nominating Committee  This change adds the VP of Inclusion to the Past President as the conveners of the Chapter’s Nominating Committee for Chapter elections.
