Toward a Vision for a New Data Infrastructure for Federal Statistics and Social and Economic Research in the 21st Century

 
The Committee on National Statistics (CNSTAT) seeks nominations for members of two (2) ad hoc panels to produce complementary reports on topics that will help guide the development of a vision for a new data infrastructure for federal statistics and social and economic research in the 21st century. Each panel will convene a 1.5 day virtual public workshop and issue a report summarizing the committee’s findings and conclusions. The panels will explore these topics: 

The components and key characteristics of a 21st Century Data Infrastructure including: 
  • The challenges and opportunities related to data infrastructure governance; 
  • The skills, capabilities, techniques, and methods required by the new data infrastructure; and 
  • Issues related to sharing non-traditional data assets, including state and local government, institutional, private sector, and sensor data 
The implications of using multiple data sources for major survey programs, including: 
  • Addressing changes in measurement with new data sources; 
  • Approaches for linking alternative data sources to universe frames to assess and enhance representativeness; and
  • Implications of new data sources for population subgroup coverage, and life course longitudinal data
 
The study will be carried out by a committee of approximately 8-10 volunteer experts in the fields of:
  • Privacy and ethics experts on the use of data and statistics, including law, governance, and methods
  • Building innovative data structures in the U.S. and other countries 
  • Private sector and community uses of big data
  • Integrating federal, state, tribal, and local government administrative data systems 
  • Using alternative and big data sources for federal statistics 
  • Innovators in survey design and statistical registers, especially incorporating alternate measures
  • Computational social science 
  • Statistical methods and techniques needed for diverse and integrated datasets 
  • Managing data research data centers or enclaves that hold many disparate kinds of datasets 
  • Technology, tools, standards, and services for data discovery, processing, management, and usability
