Perkins Eligibility (SY2022) - Fall 2020

Letter of Intent for Perkins V CTE programming in FY22 

For districts that are considering offering Perkins V CTE programming for the first time in FY22, please review the material below and complete this survey by 10/27/20. The form is designed to provide districts a mechanism to signal an intent to develop new, Perkins V-eligible, non-Chapter 74 CTE program(s), and provides the DESE Office for College, Career, and Technical Education with information needed to advise districts. Please review the various requirements of Perkins V and the assurances below, and contact Elizabeth Bennett or Jennifer Appleyard if there are questions.


These assurances must be in place before consideration for FY22 for eligibility:
  • The district has received materials and the Perkins V Manual to review Perkins V Career and Technical Education Programs in greater detail, including administrative requirements under the law.
    • The Massachusetts Perkins V Manual addresses the requirements identified in Perkins V. Perkins programs include access and programmatic components as well as reporting, performance, accountability and monitoring requirements associated with Perkins. Perkins V includes in-depth, continual programmatic self-examination to improve programs and benefit students.
    • Massachusetts’ approved Perkins V State Plan provides the vision and framework for the implementation and operation of CTE programs and is available here: Final Perkins V State Plan April 15, 2020.
  • The district acknowledges that by accepting the Perkins V Allocation, the district will be accountable for all requirements of Perkins V, including the administration of CTE program(s) and services and accountability performance measures, in accordance with the "Strengthening Career and Technical Education in the 21st Century Act", known as Perkins V ("Perkins Five"). Receipt of Perkins V Funding activates DESE Monitoring Reviews and a USED Civil Rights Review based on the Federal Vocational Guidelines   for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex and Handicap in Vocational Education Programs (34 CFR, Part 100, Appendix B).
    • For districts offering Perkins programs, data submission and analysis are required. Districts are required to submit enrollment data; this includes population groups & special populations as defined in Perkins V. The Core Indicators comprise the accountability system for Perkins. Districts whose core indicator performance is below the required levels are required to submit Improvement Plan(s), disaggregated by each special population, for each core indicator of performance that is deficient. 
  • This spring, the district will participate in an Overview Orientation Meeting to Perkins V with Lisa Sandler, from the Office for College, Career and Technical Education (OCCTE), to understand the program requirements under the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) Law before deciding to accept the Perkins V Allocation and administer Perkins Career and Technical Education Program(s) in the district.
    • The district will review materials and reach a decision regarding the district’s involvement with Perkins V.
    • If the district intends to receive the Perkins V Allocation and Administer Perkins Career and Technical Education Programs at the district, an authorized representative of the school district will sign a statement providing notification of the district’s intent to administer Perkins Career and Technical Education programs and services in the district.
